The purpose of the synchronized elevators is to increase the fore/aft cg range by lowering the tail as the aircraft accelerated. They did that by creating lift, albeit in a downward direction and as we all know, increasing lift also increases drag. By adding the 5 degree forward tilt to the transmission, the amount of lift and resultant drag from the elevators is reduced increasing efficiency over all.
